The Civil Liability Unit works exclusively for the civil branch of the City of Toledo Department of Law. The purpose is to investigate and assist in defending civil lawsuits. When originally established, the Civil Liability Unit only investigated lawsuits involving the Police Department. Although the vast majority of time is taken up in this regard, the unit investigates lawsuits involving all segments of City government.
